1.Welcome and Apologies.

2.Scottish Executive proposals for amalgamation of School Boards and PTAs

AT expressed concern that the Board had not considered the Scottish Executive's initiative in detail. He understood that the Board was required to make a formal response to this. JB pointed out that this had been discussed at the Board (in detail at the last meeting) and no formal response was made due to the time constraints.

AT was also concerned that he had not been able to consider the minutes of the last meeting as these had only been circulated at short notice. He felt that this did not allow sufficient time to raise matters at this meeting following upon the last one.

JB emphasised that the PTA was not run on a formal basis and that this was primarily a PTA-led meeting - there would be an opportunity at the next Board meeting to pick up on points discussed at the February meeting. He stated again that the concept of joint meetings was on a trial basis and could be re-assessed if it was believed that this format was not working.

[PTA business was then discussed a t length together with the Headteacher's update - these items are separately minuted by the PTA.]

3. AOB

(i) The Board gave a remit to AT to write to JH on behalf of the Board, raising the concerns of parents regarding the loss of the second teacher for the current P3 class when it becomes a P4 class, even though there will still be a full complement of 33 children. [NB This is due to the Council rules that only classes in P1 -P3 which have more than 30 children are entitled to an extra teacher.] There were additional concerns about the cap on a new intake of only 30 at P1 as this has implications for the overall school roll and the impact on staffing.

(ii) JB reported on the joint meeting of the SPTC (Scottish Parent Teachers Council) with the SSBA (Scottish School Board Association) and Ministers and Representatives from the Scottish Executive, to discuss the proposals for the merger of PTAs and School boards. There is to be a Working Group to consider the various options at further meetings. The general feeling is that a more informal approach may be the answer.
