DRAFT MINUTES OF MEETING ON TUESDAY 20 NOVEMBER 2001 AT STOCKBRIDGE PRIMARY SCHOOL, AT 7.00PM.

Present: John Burton (Chair), Graham Bodenham, Helen Cox, Moira McGovern, Andrew Glen, Wilfred Treasure

Apologies: Emilia Knight (Clerk), Joanna Franceschi (PTA Chair)

In Attendance: Jacqui Horsburgh (Head Teacher),


1.0 WELCOME and apologies: John Burton (Chair) welcomed everyone present at meeting.

1.1 Amended minutes of the meeting on the 2nd October 2001 were approved.

2.0 MATTERS ARISING

2.1 Board Membership
As Wilf Treasure had actually been formally co-opted onto the Board, then only two parent places on the Board need to be filled.
Helen Cox informed the Board that she will not be seeking re-election as staff member on the Board. John Burton will get confirmation from the School Board Unit as to when her term of office comes to a formal end. A vote of thanks was given to Helen for all her years of hard work on behalf of the Board and the School. 

3.0 Budget Statement
Mrs Horsburgh gave the budget report. It was noted that the timing of future Budget Reports might be altered, as at this time the Head Teacher still does not have finalised figures from the Council, so it is not possible to give a definitive report. 

4.0 Council Draft Education Service Improvement Plan 
John Burton reported that he had attended a City of Edinburgh Education Service - Revenue Budget Consultation. The main thrust of the meeting was to present the draft education Service Improvement Plan. In simple terms, this is a three year plan, similar in nature to school development plans. There is a possibility in future years that the budget implication is that there may have to be 'school efficiencies' but the hope was that this would not be necessary due to top-up cash from the Scottish Executive. The core of the improvement plan are five national priorities from the Scottish Executive. These require each authority to set out 'Local Improvement Objectives' - the end result is that these in turn will have an impact on the School Development Plan! 

4.1 School policy on Special Educational Needs
Jacqui Horsburgh informed the Board that the School has a current policy, and that it is being revised in light of draft policy of special educational needs prepared by the City of Edinburgh Council. There are a number of school policies, for example the anti bullying/anti racist policy which the Board thought parents might like easy access to. Head teacher and Depute agreed, and will put a folder with copies of the school policies in the Parents room. 

5.0 Reports
5.1 SPTC. John Burton reported back from the Scottish Parent Teacher Council Annual General Meeting. Discussions had been about school/parent liaison, and some schools in attendance at the conference had Home/School Liaison officers, funded by excellence fund grants. This seemed to be targeted funding, linked to Social Inclusion policies.
5.2 PTA. Graham Bodenham gave a report from the last PTA meeting. 

6.1 Car Parking in the Playground
Jacqui Horsburgh confirmed that the present situation was that there are 7 parking spaces including the janitor's. 
It was noted that the new bike racks are already being used and are a great success!

6.2 Teaching of Religion
Jacqui Horsburgh confirmed that RME is part of the School Curriculum. 

7.0 CORRESPONDENCE 
Correspondence was circulated.
